但是香港政府已經宣布了自願參與計劃。不要期待好的結果。

I suggest studying successful experiences in combating covid around the world - . As far as I know all follow strict orders strong executions with personal freedom much curtailed. Eg New Zealand Melbourne mainland China etc. Melbourne has recently returned to zero new cases for a straight 2-week by arresting people on the streets beyond 12 midnight etc. Strict mandatory order. No bargaining. In the urgent case of public health and public good, strong executive orders are necessary and most citizens in our part of the world understand. I support mandatory testing and tracing, while keeping a reasonable social distancing restrictions but with penalty enforced for rule-breakers.
