Efficacy statistics: any world standard setting agencies?

Now that some of the confusion about the efficacy rates of Sinovac has kind of settled ( see my previous two postings), I am just wondering: is there a universal definition for global efficacy rate and sub efficacy rates? Should the WHO or supranational agencies set the standards for pharmaceutical companies/drug oversight authorities to follow? For example, in economic statistics, we have HK Consumer Price Index, with CPI(Composite) which covers all commodities and all expenditure groups and there are sub-series such as CPI(A), CPI(B), CPI(C) based on patterns of expenditure of the households in the relatively low, medium and relatively high expenditure groups respectively. Such CPI compilation method follows international standard.

If no, they can easily lead to confusion and exploitation by interest parties.
